First open run by pressing windows+R on your keyboard then write gpedit.msc in the run box and then hit enter

At the very next moment after running gpedit.msc you will see a screen as shown below

now select administrative templates and then network templates

Now next step you have to select and double click on QoS Packet scheduler

Once you double click on QoS packet scheduler you will be provided with options just double click on limit reservable bandwidth

After double clicking on limit reservable bandwidth you will see a image like this

Just click on enabled after clicking on enabled you will see Bandwidth limit = 20%  just make it 0% and click on apply.
